A dedicated engineering hub that ships from day one, without the entity risk

A managed Global Capability Center (GCC) is a ring-fenced engineering team in Eastern Europe, LATAM, or Asia that works exclusively on your roadmap, under your direction, inside Maxima's existing legal entity and delivery infrastructure. You receive the output of a full engineering hub without registering a foreign subsidiary, signing a lease, or building HR infrastructure from scratch.

A DIY GCC build starts with 4 to 6 months of entity setup, followed by real estate negotiation, payroll infrastructure, talent sourcing, and then the onboarding phase. Most organizations do not see productive engineering output for 12 to 18 months.

Maxima's model eliminates the setup phase. The entity exists. The delivery centers across Eastern Europe, LATAM, and Asia are operational, the talent networks are established. You book the capacity and the team starts shipping within 60 days of contract signature.

Everything required to launch and run your GCC, covered

A GCC engagement with Maxima covers four interconnected delivery areas. Each one can be scoped independently, but they are designed to work as an integrated program from location selection through to a running, secure, and auditable engineering hub.

01

Location strategy consulting

Data-driven analysis of countries in Eastern Europe, LATAM, and Asia across talent depth, cost structure, timezone alignment, regulatory risk, and client-specific requirements. The output is a documented location recommendation with cost modeling and risk assessment. We use the same analysis framework that shaped our previous engagements.

02

GCC setup services

Full GCC launch inside Maxima's existing entity across Eastern Europe, LATAM, or Asia. No foreign subsidiary registration. No lease. No local HR build. Maxima provisions the team, handles recruitment (45 to 60-day time-to-hire for senior roles), integrates onboarding into your organization's standards, and applies CMMI Level 3 process discipline from day one.

03

Build-Operate-Transfer (BOT)

Maxima builds and operates the GCC. At any point you choose to bring the function in-house, Maxima transfers the full team, all IP, engineering runbooks, infrastructure scripts, and other assets. The transfer point is your decision, not a fixed contract milestone. Everest Group documents the transfer phase as the highest attrition risk point in any GCC lifecycle, Maxima's approach is designed around that risk.

04

Secure infrastructure setup

Security provisioned before recruitment begins: Akamai WAF for developer-facing tools and APIs; Zero Trust access controls via Akamai EAA; DDoS mitigation via Prolexic; SOC 2 Type II and ISO/IEC 27001:2022 compliance from week one; GDPR-aligned data handling for Eastern Europe hubs; and IAM controls that restrict developer access to production by role and need.

Eastern Europe, LATAM, or Asia: choosing the right region for your requirements

Location selection is a multi-variable decision. Timezone alignment, talent availability by discipline, cost structure, regulatory posture, and existing client infrastructure all affect the answer. Maxima's location strategy engagement produces a documented recommendation based on your specific requirements, not a generic market overview.

Eastern Europe

EU jurisdiction, US East Coast morning overlap

Deep talent pool across cloud platform, security engineering, SRE, and software development. EU regulatory alignment and GDPR compliance by default. Morning overlap with US East Coast enables real-time collaboration without async handoff.

EU regulatory | GDPR-native | Cloud, Security & SRE talent | US East overlap

Asia

24/7 depth, follow-the-sun coverage

One of the world's largest software engineering talent pools. Asia's technology hubs support deep specialization in cloud platforms, data engineering, and software development. The timezone provides follow-the-sun coverage that pairs with an Eastern Europe hub for continuous 24/7 operations.

24/7 coverage | Follow-the-sun | Deep specialization | APAC overlap

Latam

US-aligned timezone, same-day collaboration

English-speaking engineering talent with real-time collaboration with US teams. The region behind Maxima's 91-engineer engagement: 90 to 100% retention, 45 to 60-day time-to-hire, 36 to 50% cost reduction versus US equivalent roles. Best fit for US-headquartered clients requiring same-timezone collaboration.

From decision to a running engineering hub

Each phase has defined deliverables and an acceptance gate before the next phase begins.

Phase 1

Location strategy and scoping

Define the engineering profile, headcount target, and timeline. If location has not yet been determined, Maxima's location strategy engagement runs in parallel: cost modeling, talent availability analysis, timezone requirements, and regulatory considerations. We deliver a documented location recommendation and hiring brief.

Phase 2

Secure infrastructure provisioning

Security is fully provisioned in parallel with scoping so it does not delay recruitment. We ensure controlled, policy-enforced access for developers and deliver all required compliance documentation to your InfoSec team within two weeks. Protection is included for all developer tools, and data handling for Eastern Europe hubs is GDPR-aligned.

Phase 3

Recruitment and onboarding

Maxima's established talent networks across Eastern Europe, LATAM, and Asia support 45 to 60-day time-to-hire for senior engineering roles. Onboarding integrates Maxima's HR and business management processes with your organization's standards, so every hire operates as a member of your team from day one.

Phase 4

Production delivery begins

The GCC team is shipping real engineering work. Not 'onboarded,' not 'ramping', delivering against your roadmap through your existing pipelines. The engagement continues to scale at the cadence you define. If at any point you choose to bring the team in-house under a Build-Operate-Transfer, Maxima transfers the team, all IP, and the full engineering runbook.

Retention across the engagement vs. ~30% industry average

36%

Lower cost vs. US equivalent roles

A Tier-1 North American engineering firm serving critical infrastructure sectors needed to scale its engineering delivery capacity without relying on a tightening US labor market.

Maxima identified the optimal LATAM location against three criteria: English-speaking engineering talent availability across the required disciplines, real-time timezone alignment with US teams, and a cost structure that materially reduced operational spend without lowering technical standards.

The engagement covered substation and electrical engineers, SCADA systems integrators, renewables engineers, civil and structural engineers, BIM CAD technicians, project managers, and operational leadership.

Maxima and the client harmonized HR processes, onboarding, performance management, and benefits from day one, so every hire operated as a member of the client organisation rather than a contractor. At the close of the engagement, the client's CHRO stated: "I could not be more pleased with our outcomes to date."

Why the economics of a managed GCC change when you account for all the costs

The comparison that makes DIY look cheaper is always incomplete. It excludes entity setup, real estate, year-one attrition, compliance overhead, and the 12 to 18 months of delay before any engineering output arrives.

The situations where a managed GCC engagement makes sense

You need engineering capacity you cannot fill in the US or Western Europe at the volume or specialization required.

Your legal or finance team has blocked a foreign entity setup. Maxima's entity-less model removes all of those constraints.

You need engineers producing work inside 60 days, not 18 months. The managed GCC model is the only path to that timeline.

You want the option to bring the team in-house eventually, without proprietary lock-in. Build-Operate-Transfer is included.

30 minutes to a clear GCC deployment plan

We scope your engineering profile, model the cost against Eastern Europe, LATAM, or Asia, and walk through what the 60-day delivery timeline looks like for your organization. No obligation.

We respond within one business day. We will be direct if a managed GCC is not the right model for your situation and tell you what is.
